How to make or were to buy rin's dress from trick and treat vocaloid ?

Ok so I am thinking of being Rin from vocaloid from the song trick and treat for Halloween but I don't know wereto buy the dress or how to make it someone please help me thank u

It's not hard to just buy the stuff. here's a list of stuff you need.

1.red-black striped shirt and stockings.
2.brown/black boots
3.puffy black dress/skirt. (if it's a dress, make sure it's sleeveless)
4. if the dress/skirt doesn't have white lace/etc under it, get a white frilly skirt (apron might work?)
5.detachable collar
6.white scarf
7.hair band hat
8.black pancho or shawl
9.extras for detail. (blonde wig; hair clips; frills for sleeves; black vest)
