Try putting your hair in a loose bun with cute chopsticks in them, in an 'X'. You can buy cute ones at Claire's for cheap.
For makeup, Use a very light powder all over your face and neck, red red lips, and black liquid liner on your upper lashline. Try using NYC Lipstick, Covergirl Line Exact in Black, and Covergirl Transulcent Powder in Fair.l

Why do they make black people look like Sambo in Anime & Manga?

Like really black faces, big curly hair, big pink or red lips. I think it's out of ignorance because there aren't a great deal of black people in those countries.

Whether the fanboys want to admit it or not, Japanese culture, is historically, incredibly racist and xenophobic. It doesn't take a Ph.D historian to know that much. Stack that on top of that fact that when early anime (up to the 80s) was being made, it was still taking cues from American animation. In American animation, up until about the end of Vietnam, animated black people still had at least partial sambo stylization.
Snippets of racism and racist comments sneak into anime even today. As recently as Tenjho Tenge, for instance.
