My 16th birthday party is in the winter, but I really don't know what theme to pick! I need to start deciding soon. Also, could you leave some suggestions as to which songs I should play, what color dress I should wear, and what kinds of food I should serve? Please and thanks!

Have a party that starts on Friday night and ends on Sunday afternoon. Have girlfriends spend the night on Friday and make it an evening of pampering with manicures, pedicures, and facials.
On Saturday, make it a day of shopping at the mall, have a mall scavenger hunt, lunch, and a movie.
On Saturday evening hold your boy/girl portion of the party. If you want the party to have an aire of sophistocation, then make your colors be black and white, or black and red, or black and royal blue, all of which have accents of silver. Or opt for a Diva party theme, which is all about glitz and glam. The more sparkle the better. Use boas as garland, scatter rose petals, champagne glasses for added elegance, cover the backs of the chairs with black satin fabric, fresh hot pink flowers in vases, etc.
For food options, I suggest finger foods and munchies. Create a buffet style table which allows everyone to graze whenever they feel like munching.
BAKED POTATO BAR - Provide bowls of butter, sour cream, bacon bits, shredded cheese, chives, cooked broccoli, etc. You can cook the broccoli and potatoes on a BBQ or cook them ahead of time and just use the BBQ to heat them up.
MAKE YOUR OWN PIZZA - Provide bowls of cut-up pepperoni, ham, BBQ chicken, sausage, sliced olives, mushrooms, onions, pineapple bits, shredded mozzarella cheese, Parmesan cheese, and pizza sauce. Give each teen an individual-sized pizza crust and let them create their own pizzas.
MAKE YOUR OWN PARTY KABOBS - Thaw pizza bites, chicken nuggets, and breadstick dough cut into bite-sized pieces. Add mini hotdogs and cheese cubes. Have teens create their own kabobs on wooden skewers, bake at 425 degrees for 10 minutes.
TACO or NACHO BAR - Provide shells, shredded chicken, hamburger, sour cream, lettuce, shredded cheese, salsa, melted cheese, jalapeno peppers, tomatoes, etc.
MUNCHIES - Popcorn, Chex mix, Goldfish carckers, nuts, cookies, packaged fruit snacks or fruit leathers, M&M's, Skittles, various flavored potato chips, Dorrito chips, and Fritos, along with bean dip, ranch dip, and salsa.
FRUIT & VEGGIE TRAY - Cut up pineapple, cantaloupe, grapes, strawberries, apples, oranges, cut-up celery, carrots, broccoli, mushrooms, cauliflower, etc., along with a dill dip or Ranch dip.

As far as music goes, if you want to really throw your friends for a loop try some Nat King Cole, Frank Sinatra, Johnny Mathis if you opt for a more sophisticated party. Other options are jazz musicians like Duke ellington, Louis Armstrong, or consider investing in some of those Time-Life CD's which have various artists from various eras. That way you could have a nice variety.

What is the best lipstick color to wear if i have pale skin and blonde hair?

I have tried a lot of colors and so far i cant find any other than red... and that is too drastic! Lots of answers please.

First you need to determine your skin tone - either warm or cool. It's most likely you have a cool skin tone but here's how to check:
Cool skin tone:
1. Look at inner wrist - veins will appear blue.
2. Silver jewelry is more flattering.
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Examples of cool colors are fuschia or ruby red. Examples of warm colors are coral, peach or brick red.
Knowing your skin tone, gives you a starting point. BTW, if you find or have a lip color you like but feel is too heavily pigmented or dense, you can mix it w/ some petroleum jelly to make it into a tint. You can also just tap on a bit w/ your fingertip & apply plain lip balm over it to soften the effect.
The easiest thing to do is to select a lipstick that mirrors your natural lip color. If you have pale lips, then use your inner lip as a guide. A "your lips but better" (YLBB) color is the easiest & most versatile color to pull off.
Sheer lip colors or tinted balms are the most forgiving. Revlon's Super Lustrous Lip Gloss in Cherries in the Glow is a very pretty, soft neutral red. Clinique's Almost Lipstick in Black Honey is a classic YLBB choice.
