I have steely blue eyes with medium colored red hair. I also have pale skin and I was wondering what CLOTHING colors would look good on me. Would red, pink, yellow, and orange look bad???

Blue, green, gray, maroon, would look good on you. The ones you chose, could also look good on u but u have to know how to accesorize it with,. Plus the kind of hue or shade of the color matters. for ex. Really bright yellow or orange shirt wouldn't look good on you since ur hair is "red".

How can you change hair color with Photo Shop?

I have a picture of a friend and I want to know if there is a way to realistically change hair color. I'm not that skilled with Photo Shop, so please be specific!

Changing the color is not extremely hard - you can use a color balance layer and play with the settings. If the color is too extreme or bright, you can apply a hue/saturation layer and lower the saturation slider. Play with hue/saturation and color balance layers until you have your desired hair color.
The problem is you're going to change the color of the whole image. You have to select the hair first. If the hair is in a bun (like a solid mass), it may be possible to use the extract filter, or if you learn how to use the pen tool (not easy for beginners), you may be able to select the hair.
But in a lot of cases, hair is clashing with the background. The best way I've read to select hair is using alpha channels. Color images have a certain amount of red. blue and green information that you can look at (using the Alpha palette and selecting the individual RGB layers).
Using this method, you would examine the red, blue and green layers in turn and look for the layer that contrasts the most with its surroundings. From there, you can grab that information, adjust the layers to make it stand even more out with its surroundings, and then convert that alpha channel into a selection. As you can tell, it doesn't souund easy for people first learning photoshop and its not.
You would need a good book that explains how to learn how to use the pen tool (for solid hair), and for selecting things using alpha channels. At least you now know what to ask for at the book store or what to look for in a book's table of contents. Good luck!
